How rich can communists become?

Here is Forbes's list of top ten of the richest in India and China. Also here is the list for USA the list for Russia.



Now the number one (excluding Mr Mittal because he haven't invested in India) for India is Mr Premji with a net worth of 20 billion USD while the number one for China is Mr Larry Rong Zhigang with a net worth of 1.5 billion USD . Bill Gates net worth is 50 billion USD. Mikhail Khordorkosvsky form Russia has a net worth of 15.2 billion USD.

Now the GDP of India is half of that of China. However the richest person in China seems to have 1/10th of net worth than that of the richest person in India. Is this a reflection of the fact that China is a communist country and there is a ceiling on the limit of personal wealth?
